ENTRY- LEVEL SALARY: $26,766.00/annually

PAY GRADE RANGE: $26,766.00-$ 38,295.00/annually (Pay Grade 3)

JOB DESCRIPTION

Under general supervision of the City Judge, Municipal Court Administrator and City Court Clerk, this position is responsible for performing a variety of clerical duties within the offices of the Knoxville Municipal Court.

MINIMUM REQUIREMENTS

Unless stated otherwise, applicants must possess and/or meet the following minimum requirements prior to the application deadline.

• Current City Employees may apply, but must have completed initial Civil Service probationary period and must have received a satisfactory performance rating on their last evaluation to receive promotional preference.

• Requires a high school diploma or GED equivalent.

• Demonstrated ability to type a minimum of 25 words per minute.

Bi-lingual in Spanish preferred.

EXAMINATION

The selection procedure includes a WRITTEN EXAM (100% OF FINAL SCORE) and a TYPING SKILLS TEST (25 wpm - PASS/FAIL). Written Test components include: Cashiering, Following Instructions, Basic Math, Public Relations, Modern office Practices, Procedures and Equipment, Effective Working Relationships, and Performing Detailed Work . Candidates must pass both test components of the selection process in order to be eligible for consideration.

GENERAL DESCRIPTION

Under general supervision of the City Judge, Municipal Court Administrator and City Court Clerk, this position is responsible for performing a variety of clerical duties within the offices of the Knoxville Municipal Court.

ESSENTIAL FUNCTIONS

Answers a variety of questions from the public, in person, via the telephone, email, and correspondence regarding Municipal Court functions and procedures; interprets citations, city ordinances, warrants, parking ordinances, and regulations, and license requirements, etc.

Receives cash from the public, in person, by mail, and by phone for traffic violations and parking tickets and red light camera tickets.

Operates cash register and directly accesses payments and ticket information receipts for monies received.

Prepares and verifies court dockets, records transactions, and balances cash with receipts on a cash report form.

Posts and reconciles records and files receipts, citations, computer printouts, correspondence and documents alphabetically, numerically or by other established classifications.

Collects and processes current and delinquent fine amounts and prepares collection notices.

Researches missing or incorrect ticket information and imports and reconciles data

Types a variety of routine form letters for defendants and state and federal agencies.

Works closely with the Knoxville Police Department with E- citations, court dates, ordinance updates, and etc.

MARGINAL FUNCTIONS

May draft and type departmental correspondence.

May monitor Traffic School capacity and prepares documentation for enrollees to KPD liaison.

May monitor office supplies and reorder as necessary.

Use computer terminal in researching ticket information.

Monitor Police Officers' schedules and set court dates accordingly.

Issue Subpoenas

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of basic mathematical principles and practices.

Knowledge of modern office practices, procedures, and equipment.

Knowledge of proper telephone techniques.

Knowledge of the principles and practices of public relations (e.g. handling complaints).

Knowledge of business English.

Knowledge of Microsoft Office Suite (Word and Excel)

Knowledge of cash handling techniques and practices.

Ability to file and maintain records accurately.

Ability to proofread documents and letters.

Ability to type various forms, form letters and other routine correspondence.

Ability to understand and follow written and oral instructions.

Ability to establish and maintain effective working relationships with the general public, officials and with coworkers.

Ability to perform detailed and repetitive work.

Ability to be persuasive, yet tactful, in dealing with defendants and attorneys.

PHYSICAL REQUIREMENTS

This position consists of primarily light work, requiring the incumbent to exert up to 20 pounds of force occasionally, or 10 pounds (or less) or force frequently, in order to lift/carry, push/pull or otherwise move objects. The job usually requires walking or standing to a significant degree. This position uses some training and/or experience to select from a limited number of solutions the most appropriate actions or procedures in performing the job.
