Job Description

PURPOSE OF CLASSIFICATION: The purpose of this classification is to audit payment requests and preparing and entering them into the county’s database of financial data.  Duties include: reception duties; encumbering funds, correcting receivers, and liquidating funds to maintain correct balances; logging work and verifying submitted information; processing invoices for payment, ensuring accuracy of accounts payable documentation; researching, discrepancies; providing status information; providing administrative and clerical support; validating checks created; data entry; and performing other duties as assigned by the Accounts Payable Supervisor. 

ESSENTIAL FUNCTIONS: The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned. Reviews the information on and format of all documents and forms submitted for processing to ensure they meet county policies and standards and follow prescribed County processing procedures. Analyzes, verifies and marks for data input: utility and communications invoices, travel reimbursements, workers compensation claims, legal settlements, purchase orders and other payment devices. Validates the accuracy of the information translated to the check by the data entry and computer processing functions. Ensures timely distribution of checks to meet the on-going and special event processing needs of County departments, component units, and agencies served. Enters data into accounting system. Follows prescribed methods for communicating reasons for rejecting documents from further processing. Reviews all mail received from vendors and distributes to appropriate destination. Reviews and monitors purchase orders and requisitions through the creation, receipt of goods/services, receipts of invoice, and request for payment process. Creates spreadsheets to upload into financial system. Ensures purchase orders, field purchase orders, and other submissions match invoice information; verifies all numbers are correct and fund numbers are listed on submissions.  Keeps accurate records, logs, and files necessary to monitor workflow and status. Codes payments to appropriate vendor. Serves, as needed, as liaison for external auditors by providing document recovery and control during annual audit processes. Recognizes and tracks prepaid expenses to ensure receipt has been validated. Assists departments with rush payments by completing necessary paperwork in a timely manner. Understands and satisfactorily performs the essential job functions of the Receptionist, when needed. 

ADDITIONAL JOB FUNCTIONS: Responds to and reports immediately if called upon by local regional or central office supervisors, as part of a coordinated emergency response by the Knox County Department of Health.  Performs other related duties as required.  

MINIMUM TRAINING AND QUALIFICATIONS: High School Diploma, or GED; with three (3) years of clerical or bookkeeping experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.  Must be proficient in Microsoft Office.                         

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of office machines and equipment such as personal computers, printers, telephones, calculators, photocopiers, and fax machines. Must be able to use body members to work, move or carry objects or materials.  Physical demand requirements are at levels of those for sedentary work.
